Why do the standard cards only have two colors even though there are four different suits?

Lack of technology.

When the standard deck was invented, ink colors and printing methods overall were very limited. Since then, times have changed drastically and we are now capable of many amazing feats in the printing and manufacturing industries. The ability to print in four colors has arrived and the standard deck is long overdue for an update.
